remove the glow plug and use a vacuum on the injector hole while blowing air into the GP hole. if there is a requirement to get carbon from the head/injector hole. bring each cylinder your working on the TDC. To keep as much carbon debris from entering the cylinder. we have had good luck with this procedure. ie turn the same way as the injector body was tightened. then try removing while turning in the opposite direction of normal removal. Now if carbon is the problem you can use Mercury power tune to disolve it, PB blaster etc. This will allow you to screw the injector back together without interference from the head. Grind off the threads on the top of the injector that screw into the head. If the top has just unscrewed on any of the injectors.and half is left inside the head. Most likely there is carbon in the bore from a poor seal at the head/injector copper seal. did the top really break off or just unscrew. If you don't use that tool to clean the seat's be very carefull how you clean them, DON'T scratch the seat's, bring each piston up to TDC when cleaning, suck carbon out with a vacuum cleaner so it doesn't get down in the cyl., there is no clearance when piston is at (TDC) top dead center. New injectors try here Oregon Fuel Injection, your diesel fuel injection specialist, rebuilt turbochargers, injectors, pumps and diesel performance products. Grind off the threads that screw into hthe head. Dont put the Loctite on the threads that screw into the head.

Spray some Thread Blaster or equivalant down in the stuck part for a day, soak it good before trying to remove it. If the stuck injector just screwed apart, get some RED Loctite and coat the threads, screw it together again, let it set 24 hrs. That is an OTC tool,might have to get it from MAC tools or the other one can't think of the name. You might want this tool to clean the injector seats, being loose like you say they are prolly coated with carbon.
